Thanks to the huge generosity of a member of this community, we are most of the way there! Many other members of this community have given me useful advice, but for the immediate short term, my best option is probably still DonorsChoose.org .
Originally, I posted a classroom fund-raising project, "Ukuleles for Fourth Graders!" on DonorsChoose.org. It seeks to raise nearly $1,000 for 24 ukes -- pretty expensive, and about 4 donors so far. The good news is, thanks to Geoff Rezek's private donation of 12 ukes and tuners, my goal has become smaller and more attainable. If you factor in the 3 ukes that I already own, I only need about seven more. Striking distance!
I have just posted a new, less expensive project, "Ukuleles for Fourth Graders" (no exclamation point) which is only seeking to raise about $299 for 7 more ukes! (The first project is still posted but expires in 38 days.)
Considering that my 4 generous online donors have already donated around $200 to the first, more expensive project, that definitely makes my second, less expensive project an attainable goal. Best part is, it's doable with only little amounts; $5, $10, $25, whatever. And tax deductible!

Thanks again all for your unstinting help and advice,
Tom Louie
P.S. I have usually found the uke to be a good banjo substitute, also a good substitute for certain small Latin stringed instruments like the Veracruz jarana. (In fact, I understand the uke itself is descended from one of those Latin instruments, specifically Portuguese.) I play the guitar, Irish bouzouki and uke, and I can use the uke for anything seafaring (like "Leaving of Liverpool"), anything tropical (like "La Bamba"), and anything down-home or country. My band, technically an Irish band, does this killer Mardi Gras set where I switch off between guitar and uke for "When The Saints Go Marching In," switching in between verses. Killer!!!!
