Well I don't know that one, but Arthur Godfrey said, "If you put a uke in a kid's hands he won't get into much trouble". (or close to that) It's sort of the same thing...

It's quite American to attribute pacifying quailties to ukuleles. Jake Shimabukuro does it a lot, Godfrey did it a few times before him, the Peanuts comic strip (from 1958, and at first about banjos) gave ukuleles comforting powers (each baby should be issued one at birth, etc.).
It's in the line of the 'comfort of music' hypotheses in general, you know, musical therapy. And perhaps the association with a Hawaiian background probably helps as well, recalling wahines and quiet Island life. Another part could be in the comic and disarming effect of any instrument of diminutive size.
But it's not something everyone follows. The Tahitian ukulele tradition is very powerful, acrobatic and loud; in the UK lots of players frown upon laidback, therapeutic strumming and prefer a more energetic approach and fast tempos.
